Applying for the Keys to Independence program?

Child Welfare applicants who are:

  • 15-21 years of age
  • Youth in out-of-home care;
  • Youth who have reached permanency may receive services up to 6 months after the date they reach permanency;
  • Youth in out-of-home care who turn 18 years of age may receive services up to 6 months after the date they turn 18; or
  • Youth who are continuing in care under section 39.6251
  • The PESS population are those who on or after October 1, 2021:
    • Have reached 18 years of age but are not yet 23 years of age;
    • Were living in licensed care on his or her 18th birthday;
    • Spent at least 6 months in licensed care before reaching his or her 18th birthday;
    • Meet the eligibility requirements in section 409.1451(2), F.S. and for post-secondary education services and support (PESS)

Homeless youth are those who on or after July 1, 2022:

  • Are 16-24 years of age and is:
    • Found by a school district’s liaison for homeless children and youths to be an unaccompanied homeless youth eligible for services pursuant to the McKinney-Vento Homeless Act. 42 U.S.C. ss. 11431-11435; or;
    • Believed to qualify as an unaccompanied homeless youth, as that term is defined in the McKinney-Vento Homeless Assistance Act by:

      1. The director of an emergency shelter program funded by the United States Department of Housing and Urban Development, or the director’s designee;

      2. The director of a runaway or homeless youth basic center or transitional living program funded by the United States Department of Health and Human Services, or the director’s designee; or

      3. A continuum of care lead agency, or its designee.
